Milpitas Housing Department staff will propose an update to the city’s inclusionary zoning program and the adoption of non-residential housing impact fees (commercial linkage fees).  The council will be considering the percentage of affordability required and what alternative compliance options would be offered, if any. The council will also consider the appropriate level for a commercial fee—one that generates funds for affordable housing without hampering commercial development in Milpitas.

While the staff report has not yet been released, we understand that the initial recommendation for the inclusionary zoning requirement is at 10%—lower than all nearby Santa Clara County cities.  We will provide more information as it becomes available, but in the meantime, put this meeting on your calendar and come out in support of a higher inclusionary percentage and appropriate commercial fees.
