Act now! Tell the San Jose City Council to make it easier to build affordable housing on underutilized commercial properties.
On Tuesday, February 9th at 6pm San Jose City Council will consider a General Plan Policy update to allow infill development on underutilized commercial properties. This important policy —known as the 1.5 acre rule— simply hasn’t worked as intended. Revising the policy to ensure it is workable has been an SV@Home priority for nearly four years.
The policy in question – formally called Policy H-2.9 – was intended to allow affordable housing to be built in more places, but rules have been too vague and too restrictive for it to work – in fact only one affordable project has qualified since it was adopted. While City Staff have come forward with rules that are less vague, they are still too restrictive. We think they can be changed to make the policy work better, but it will take the City Council to take action to ensure that the policy creates more opportunities for affordable housing.
