May 2025 Legislative Update

In Sacramento, a few bills we are supporting have made it through initial committee discussions, and a bill we opposed has been blocked!

Bills we support

  • AB-609 (Buffy Wicks). Would exempt infill housing development from CEQA.
    • Approved by the Assembly Natural Resources Committee and the Assembly Housing & Community Development Committee.
  • AB-670 (Sharon Quirk-Silva). Would allow jurisdictions to count existing housing preserved with new deed restrictions, without displacing current tenants, toward their RHNA obligation
    • Approved by the Assembly Local Government Committee and the Assembly Housing & Community Development Committee.
  • AB-736 (Buffy Wicks) and SB-417 (Christopher Cabaldon). Would place a $10B housing bond on the ballot.
    • AB-736 was approved by the Assembly Housing & Community Development Committee.
  • AB-906 (Mark Gonzalez). Would require cities to demonstrate that they have accommodated a meaningful portion of their share of regional housing need for lower income households on sites located in higher income, racially exclusive areas; and rezone if their inventory of sites (in their housing element) does not affirmatively further fair housing.
    • Approved by the Assembly Local Government Committee and the Assembly Housing & Community Development Committee.

SB-457 (Oppose)

We were concerned that SB457 would undermine accountability by reducing the incentives for local jurisdictions to complete their next Housing Element on time and in good faith. Fortunately, it did not pass the Senate Housing Committee.
