Since 2020, more than half of US states have adopted laws to boost the production of smaller, lower-cost homes. The policies vary, but the most common versions require local governments to allow accessory dwelling units (ADUs) and small multifamily buildings in residential neighborhoods, permit larger apartment buildings in commercial corridors, and/or streamline lengthy development processes. While policymakers and advocates need to know whether these reforms are working, few rigorous evaluations have been done. Jenny Schuetz, Vice President of Infrastructure, Housing at Arnold Ventures, will discuss the empirical challenges in evaluating state pro-housing policies and strategies for generating more reliable analyses.
