The City of Mountain View is hiring a Housing and Neighborhood Services Manager, who will manage the Affordable Housing Division and oversee the administration of existing Citywide affordable housing programs, as well as the development and implementation of new policies, programs, and strategies. Additional responsibilities include:
Working closely with the Rent Stabilization Division and the Community Development Department on issues related to project development, replacement requirements, tenant relocation, and community outreach.
Advancing the implementation of Housing Element implementation items where the Housing Department is the lead or co-lead.
Coordinating with other City departments and staff to advance related initiatives, such as the development of a homeless response strategy.
Facilitate the development of affordable housing projects, including new construction and acquisition/preservation projects.
Research and secure new sources of Federal, State, regional, philanthropic, and private funding and grants for the City’s affordable housing program, and other housing initiatives.
Ensuring program compliance with Federal, State, and local housing regulations.

Senior Program Director (Enterprise Community Partners)

The Senior Program Director will oversee the Preservation Program of the Northern California Enterprise office that advances preservation – the acquisition and rehab of unsubsidized affordable housing – as an important anti-displacement, community stabilization, and affordable housing strategy. We aim to ensure that long term residents, especially low-income people of color, get a chance to stay in their homes in neighborhoods where they have built pride, connections and community.

This program encompasses: fostering and deepening partnerships and collaborations with a range of stakeholders (mission-oriented developers, philanthropic partners, local and regional governments, finance institutions, and advocacy organizations) to build the capacity of the field; designing preservation funding and finance tools with our capital team; providing technical assistance to support a range of preservation efforts from traditional deed-restricted rentals to community ownership models; crafting state and local preservation policies with our policy team; developing tools for public sector partners, mission-driven developers, community-based organizations and other practitioners; conducting research; and assisting with fundraising. This position will oversee Enterprise developer and public agency capacity building grantmaking portfolio, which includes HUD’s Capacity Building for Community Development and Affordable Housing Program (also known as the Section 4 program) and new grant making programs with support from junior staff. This position will engage in program and policy development, relationship management, staff and consultant supervision, fundraising, budget management and select communications. While this position focuses on preservation, there are opportunities to engage in other work to advance our organizational mission as well as contribute the operations of the Northern California office.

The City of Gilroy recently created a dedicated and focused Housing and Community Services Division to make more concentrated efforts on affordable housing production, preservation, protection of tenants and residents, and coordination of support services for those in community that are unhoused. The City is currently recruiting for a full-time Housing and Community Services Manager (HCSM) to support these efforts. This exciting position provides a monumental opportunity to make a significant difference and address various challenges related to housing needs.

The HCSM will direct, plan, supervise, and coordinate the work of the Housing and Community Services Division. Responsibilities include providing leadership and oversight of the development and administration of housing programs, grant-funded services, and resources to support long-term housing stability and affordability for the community, including unhoused and vulnerable residents. Through partnerships with public agencies and nonprofit organizations, the HCSM will lead the Division in implementing projects and programs to address housing needs for a diverse community and assisting families and individuals that are experiencing, or at risk of, homelessness. The HCSM will work with the Community Development Director to identify and develop strategic housing initiatives consistent with City goals and priorities.

AACC is the City’s first Black-owned non-profit community development entity and is establishing itself as the preeminent developer of affordable housing and distinguishing community spaces. Its Signature Project will be the first project undertaken by AACC in partnership with First Community Housing and the African American Community Services Agency.

The Senior Project Administrator/Executive Director (SPA/ED) manages and directs the day to day business of the AACC, the developer of a mixed-use development housing the new African American Community Services Agency, a clinic, and affordable housing in San Jose, CA. The position is responsible for supervising and developing a new staff of project manager(s), consultants, interns, as well as overseeing all stages of organizational operations. The SPA/ED will oversee the development of AACC’s pipeline projects. Given the existing growth opportunity of the organization and the vision required to grow an organization, this SPA/ED will work collaboratively with the Board of the AACC as well as play a substantial role in engaging and gathering feedback from African American stakeholders throughout Silicon Valley.
