Many of our local cities are joining forces right now in a shared nexus study, the wonky and in-depth analysis that assesses the feasibility of local residential development and the potential for developers of market-rate housing to add a share of affordable homes to their buildings.

If cities require too few affordable homes or affordability that’s too shallow, they leave public benefits on the table. Too much, and developers can’t build any housing at all.

Breaking news: A deal has been reached on extending that state moratorium!

Thank you to everyone who sent letters to our state and local elected officials to extend the moratorium. AB 832 will extend the eviction moratorium, increase appropriations to provide additional money for rent assistance and improve on the process for relief to those financially impacted by COVID.

Here are some key points: 

  • The current moratorium will last until September 30
    • Landlords must continue to give 15 day notices
  • Any local eviction moratorium laws created between August 19, 2020 and March 31, 2022 shall have no effect before April 1, 2022.
  • Tenants and Landlords are eligible to apply for 100% rent relief
  • Maximum of 18 months of assistance
  • From October 1, 2021 through March 31, 2022 
    • Landlords can’t issue unlawful detainer based on non-payment of rent unless the landlord shows that they applied for rent relief and was denied.
    • Tenants can use their approved rental assistance application to prevent an eviction in court.
    • Landlord can send 3 day eviction notices

The state legislature is expected to vote on the deal on Monday. 

This state action provides time and reduces some uncertainty for tenants and landlords. SV@Home continues to believe that successful implementation will require significant local investment in making all of the resources available to avoid hardship and increase accessibility through what remains a difficult period. These efforts are underway across jurisdictions throughout the county.
