Fair Rents, Fair Bills: Understanding Rent & Utility Regulations

Join us for a learning session about San José’s Rent Stabilization Program and possible updates to the city’s rules on how utilities are billed in rental housing (known as Ratio Utility Billing Services, or RUBS).

We’ll break down:

  • How RUBS works
  • And what these proposed changes could mean for renters and housing providers

You’ll also learn how to share your feedback and get involved as the city considers these updates and how it can impact you.

Small homes, such as accessory dwelling units (ADUs), can help meet our changing needs while addressing the broader housing challenges across California. ADUs provide expanded options to care for ourselves, our families and our communities by gently adding more homes to existing neighborhoods so everyone can enjoy inclusive, diverse and livable communities. Each month, the Casita Coalition, in partnership with SPUR and a number of groups around the state, will be discussing best practices in ADUs by highlighting some of the innovative approaches that local ADU practitioners have used to navigate state policy and make these homes more accessible. This webinar will shine a spotlight on the innovations in the City of Oakland and how it is modifying their ADU program to promote production.
