Comprising 102 units, the project adopts a mixed-income approach, with 15% designated for moderate-income households. Within this allocation, 8 units are set at 80-100% of the Area Median Income (AMI), while an additional 8 units cater to those at 100-120% AMI. Despite city approval, construction remains pending for the project.

Madera, San Jose

Madera, located at 486 W San Carlos in San Jose and developed by Urban Catalyst, secured its endorsement in 2021. This project comprises 184 units, with 5% designated as on-site affordable housing, and the remainder provided through in-lieu fees. Notably, the rent-by-room structure targets individual tenants for market units, while affordable units cater to families. The affordable units offer a mix of 3 studios, 1 one-bedroom, 1 two-bedroom, 1 three-bedroom, and 3 four-bedroom units, all set at 50% of the Area Median Income. Making use of AB 3194, the project aligns with the Diridon Area Plan and incorporates innovative features such as Community Land Trust elements and all-electric units. Currently, the project is under review.

400 Logue, Mountain View

Situated at 400 Logue Avenue in Mountain View and developed by Miramar Capital, the 400 Logue project received endorsement in 2021. This development, comprising 408 units, designates 15% of its units as Affordable Housing. The allocation includes 9% for moderate-income and 6% for low-income households. The project utilizes Transferable Development Rights to comply with City directives to meet Inclusionary Housing Ordinance requirements. Notably, the project addresses housing needs in the East Whisman Precise Plan area. While the project has been approved and received entitlement, ongoing efforts are directed towards confirming and achieving City requirements regarding affordability.

Clara Gardens, Santa Clara

Clara Gardens, formerly known as Bella Vista Inn, is a development project by RCD located in Santa Clara and endorsed by SV@Home in 2021. The unit mix consists of 121 units, with a breakdown of 25% Permanent Supportive Housing, 50% dedicated to families, and the remaining 25% serving a mix of individuals below 60% of the Extremely Low-Income threshold. The initiative aims for 100% affordable housing, with 33% of the units designated as supportive and the rest offered to individuals with incomes ranging from 30% to 60% of the Area Median Income. The project has garnered support from various stakeholders including Destination: Home, Bill Wilson Center, Santa Clara County Community Advocates, the local chambers of commerce, and a number of religious institutions. In 2024, Clara Gardens is set to initiate the conversion of existing motel units into studio apartments while simultaneously embarking on the construction of additional units along El Camino Real.

Stevens Creek Promenade, San Jose

Stevens Creek Promenade, located at 4300 Stevens Creek Blvd in San Jose and developed by Miramar Capital, received endorsement in 2019. Envisioned as a signature mixed-use development within the Stevens Creek Urban Village, the project is set to offer 582 rental units, with 30% earmarked for affordability. This commitment aims to address diverse income levels, with 58 units dedicated to Very Low-Income (VLI) individuals, 29 for Low-Income (LI) residents, and another 29 for individuals with Moderate-Income (MOD) designations. Additionally, 57 units cater to individuals within the 80% AMI bracket, highlighting the project’s dedication to inclusivity. As of 2024, entitlements have been secured, and the Stevens Creek Promenade is poised to commence construction in 2025, contributing significantly to affordable housing initiatives in the area, aligning with broader urban planning goals and community needs.

1020 Terra Bella, Mountain View

1020 Terra Bella, situated in Mountain View and developed by Alta Housing, received endorsement from SV@Home in 2019. This 100% affordable project aims to offer 108 rental units distributed equally across the 30%, 40%, and 60% Area Median Income brackets. With a family-oriented focus, the development plans to include 61 two-bedroom and 27 three-bedroom units, catering to a wide range of income levels from low to very low. This approach addresses RV parking challenges and incorporates affordable housing public benefits, positioning it for construction commencement following entitlement.

555 West Middlefield, Mountain View

The Middlefield project, situated at 555 West Middlefield in Mountain View and developed by AvalonBay, earned endorsement from SV@Home in 2018. With the objective of integrating 15% affordable housing at 65% of the Area Median Income, the project introduces 329 new units while prioritizing the retention of 402 rent-controlled existing homes. Nestled within the Stevens Creek Urban Village, the development underscores a commitment to address diverse housing needs. With approval and entitlement secured, construction is set to commence imminently, marking a significant step towards augmenting affordable housing options in the area.

1601 Civic Center, Santa Clara

The development at 1601 Civic Center Drive in Santa Clara, led by Charities Housing, received its endorsement in 2022. This 100% affordable project encompasses 106 units with a housing mix comprising 70% of the affordable units distributed across various AMI levels (30%, 40%, and 50% AMI), and 30% of the untis allocated towards Rapid Rehousing. The unit configuration includes studios, one-bedroom, two-bedroom, and three-bedroom apartments, alongside a staff unit. Despite challenges, the project is moving forward with entitlement secured and construction anticipated to commence shortly, contributing to affordable housing initiatives in Santa Clara.

777 Middlefield, Mountain View

777 W Middlefield, situated in Mountain View and developed by FortBay, received an endorsement from SV@Home in 2019. This development is designed to allocate 20% of its units for teacher housing, dedicating 15% of its units to moderate-income households and an additional 5% to low-income individuals, specifically designated for teacher housing. With a total of 716 units, the project consists of 36 units for moderate-income households and 107 units for low-income individuals, while the remaining 573 are designated as market-rate units. As of 2024, the project is in the construction phase, poised to enhance the housing landscape in Mountain View.

Alum Rock Apartments, San Jose

The Alum Rock Multi-Family project, situated at 1860 Alum Rock in San Jose, is a rental development by Charities Housing. Endorsed in 2021, the project consists of 58, 100% affordable housing units, with a mix ranging from studios to 3-bedroom apartments. Notably, 50% of the units will be dedicated to Rapid Rehousing initiatives. The project leverages SB 35 for a streamlined local government review process. Positioned just north and adjacent to Home Safe San Jose, it aims to provide a combination of private apartment units to facilitate the redevelopment of Home Safe San Jose. As of 2024, the project is currently under construction.

Monterey Miner, Morgan Hill

The Monterey Miner project, located at the NEC of Monterey Rd and Madrone Pkwy in Morgan Hill and developed by JEMCOR, was endorsed in 2021 and comprises 249 rental units. Notably, it offers 246 deed-restricted units, with 19 designated as Very Low-Income and 3 Project-Based, while the remaining units are Low-Income. The housing mix includes family-style accommodations, with 25% of the units featuring three bedrooms. The project is supported by regulatory tools like AB2345, AB1763, and SB330, facilitating its development under the MU-F zoning. As of 2024, the development is now in construction, marking progress towards enhancing affordable housing options in Morgan Hill.

Westport Senior Apartments, Cupertino

Pacific Co’s Westport project at 21267 Stevens Creek Boulevard in Cupertino was endorsed in 2021. This rental development consists of 294 units, including 158 designated for senior housing, 88 townhouse units, and 48 units dedicated to affordable family housing. The income eligibility thresholds for the affordable units are set at 30% and 40% of the Area Median Income. The project’s compliance includes a specified distribution between Very Low Income (VLI) and Low Income (LI) categories. Notably, entitled land has been dedicated entirely to affordable housing, with construction already underway as of 2024. The initiative addresses critical housing needs in Cupertino, contributing to the community’s affordable housing stock.

The Charles, San Jose

The Charles, situated at 551 Keyes in San Jose and developed by Charities Housing, received endorsement in 2021. This 100% affordable housing project comprises 78 units, with 77 allocated for residents and 1 for on-site staff. The unit distribution is evenly split, with 50% of units at 30% AMI and the remaining 50% at 50% AMI, addressing a range of income levels within the community. Notably, half of the units are designated for Rapid Rehousing purposes, catering to urgent housing needs. The project operates under legislation such as SB 35 and benefits from Measure A funding. Parkmoor (Hub), San Jose

Parkmoor (Hub), situated at 1510-1540 Parkmoor Ave in San Jose, was endorsed by SV@Home in 2021. Developed by Allied/Abode, this project encompasses 65 rental units, all designated as 100% affordable. Allied secured the project through a successful RFQ process, utilizing county-owned land and fostering a valuable partnership with the county. The development aims to support the Bill Wilson Center’s initiative, facilitating the transition of foster youth to improved living conditions. With Measure A funding amounting to $15 million, including $14 million allocated for Permanent Supportive Housing (PSH), the project is poised to make significant strides in community development. Now undergoing construction, Parkmoor (Hub) represents a crucial milestone in enhancing housing accessibility and supporting vulnerable populations.

Tamien Station, San Jose

Tamien Station, situated at 1197 Lick Ave in San Jose, was endorsed by SV@Home in 2021. Developed by CORE/Republic Urban, this transit-oriented development (TOD) aims to address critical housing needs in San Jose. With a total of 569 units, the project is set to include 135 affordable units, accounting for 24% of the total unit count. The project marks a significant investment by the county, with up to $25,000,000 allocated for construction. Funding sources include $2,625,000 from the City of San Jose, $14,000,000 from the Affordable Housing and Sustainable Communities (AHSC) Grant, and $44,250,493 in low-income housing tax credit equity. With construction underway, Tamien Station represents a crucial step forward in enhancing housing accessibility and promoting transit-oriented development in San Jose.

Mitchell Park, Palo Alto

Mitchell Park, situated at 525 E. Charleston in Palo Alto, received endorsement from SV@Home in 2021. Developed by Eden Housing, this project is dedicated to providing accessible and supportive housing for individuals with Intellectual and Developmental Disabilities (IDD), alongside Permanent Supportive Housing (PSH). Despite encountering delays, demolition of the existing structure began in early 2023, with construction set to commence in early 2024. The project reflects the community’s steadfast commitment to fostering inclusivity and support for individuals with disabilities in Palo Alto.

1265 Montecito, Mountain View

The Montecito development at 1265 Montecito in Mountain View, led by Charities Housing, secured endorsement from SV@Home in 2021. This project, comprising 83 dwelling units, is funded by Measure A and prioritizes affordable housing, with 33% of its units allocated for unhoused individuals and families. Among the units, 28 units are designated for Rapid Rehousing, 17 for VASH (50% AMI), and 11 for Project-Based Voucher recipients, while the remaining units serve 60% AMI low-income households. The unit mix includes 25% two-bedroom and 25% three-bedroom units, alongside studios and one-bedroom apartments. Despite challenges the development has engaged with city planning and commenced construction in February 2024, marking a significant step forward in addressing affordable housing needs in Mountain View.

1178 Sonora

1178 Sonora, situated at 1178 Sonora Ct in Sunnyvale, was endorsed by SV@Home in 2021. Developed by MidPen, this rental project comprises 176 units all of which are designated as affordable. The project offers a diverse mix of affordability, including 27 units at 30% Area Median Income (AMI), 28 units at 40% AMI, 55 units at 50% AMI, 44 units at 60% AMI, 20 units at 70% AMI, along with 2 staff units. MidPen’s project fosters engagement with various other regional stakeholders, including the city of Sunnyvale, Livable Sunnyvale, and the local school districts. The development is also notably a part of the Lawrence Station Area Plan. Construction began in January 2024, marking significant progress in addressing housing needs in Sunnyvale and promoting community development.

Virginia Street Studios, San Jose

Virginia Street Studios, located in San Jose, is an affordable housing project developed by AMG/Pacific Co endorsed by SV@Home in 2021. This rental complex consists of 301 units, all dedicated to affordable housing initiatives. Currently under construction, the project is progressing with 298 units already completed and 3 units in the final stages. Virginia Studios adheres to the Pacific Co model, emphasizing affordability and accessibility. The project is currently in construction, adding much-needed affordable housing options to the San Jose community.

Wilton Court, Palo Alto

Wilton Court, situated at 3703 El Camino Real in Palo Alto and developed by Palo Alto Housing, garnered endorsement in 2019. This 100% affordable housing development comprises 61 units, featuring 58 studios and 3 one-bedroom apartments. Notably, half of the units are designated for individuals with developmental disabilities. The project is currently in operation, offering essential affordable housing options in Palo Alto.

Page Street Studios, San Jose

Page Street, situated at 329 Page St in San Jose and developed by Charities Housing, received its endorsement in 2018. This project embodies a steadfast commitment to affordability, providing 82 units, all designated as 100% affordable housing. The unit distribution includes 27 units each at 30%, 40%, and 50% of the Area Median Income levels, addressing the diverse affordability needs of the community. Additionally, the project includes 1 staff unit. Page Street received approval from the Director of Planning, Building, and Code Enforcement, with no council hearing required. The project is now in operation.

Second Street Studios, San Jose

Located at 1144 South 2nd Street in San Jose and developed by First Community Housing, Second Street received endorsement from SV@Home in 2018. This project exemplifies a strong commitment to affordability by offering 134 Permanent Supportive Housing units, in addition to one Manager’s unit, all of which are designated as 100% affordable across various income levels. As of 2024, Second Street remains in operation, addressing the pressing need for affordable housing options in San Jose.

Quetzal Gardens, San Jose

Quetzal Gardens, situated at 1695 Alum Rock Ave in San Jose and developed by RCD, received endorsement in 2017. This 100% affordable development, consisting of 71 units, is dedicated to addressing housing needs for Very Low-Income (VLI) and Extremely Low-Income (ELI) individuals, with 20 units specifically designated for formerly homeless individuals. The unit distribution includes 28 units for VLI households and 28 units for ELI households. Supported since 2017, Quetzal Gardens represents a crucial step in providing affordable housing solutions. The project is currently in operation, contributing to the ongoing efforts to address homelessness and housing insecurity in San Jose.

Park Ave Senior Apartments, San Jose

Park Ave Senior Apartments, situated at 1108 Park Ave in San Jose and managed by SCCHA, obtained SV@Home’s endorsement in 2019. This 100% affordable development encompasses 100 units, exclusively dedicated to affordable housing for seniors. Notably, 20 units are specifically allocated for formerly homeless individuals, contributing to supportive housing efforts. As of 2024, the project is open and in operation.

2330 Monroe St, Santa Clara

Situated at 2330 Monroe St in Santa Clara and developed by Freebird Development, 2330 Monroe St received its endorsement in 2020. This project is designed to cater to a diverse range of income levels, offering 65 units, comprising 55 affordable units and 10 moderate-income units, with affordability ranging from 25% to 100% of the Area Median Income. Notably, the project includes a quarter of its units specifically allocated for individuals with Intellectual and Developmental Disabilities, showcasing a commitment to inclusivity. The project, located on city-owned land, successfully obtained funding in April 2018, and construction commenced imminently thereafter. Agrihood, Santa Clara

Located at 80 N. Winchester Blvd in Santa Clara and developed by Core Companies, Agrihood was endorsed by SV@Home in 2019. This project presents a unique blend of housing options, featuring 361 units. Of these, 165 homes are designated affordable for seniors living on Low, Very Low, and Extremely Low incomes, while 16 apartments cater to middle-income households, and 144 units are market rate. Notably, Agrihood integrates 54 units of supportive housing, contributing to the well-being of vulnerable populations. The project enjoys support from various organizations including Housing Trust Silicon Valley, Silicon Valley Leadership Group, Greenbelt Alliance, South Bay YIMBY, and the League of Women Voters. Now in operation, Agrihood serves as a model for inclusive and sustainable community development in Santa Clara.

Luna Vista, Mountain View

Luna Vista, formerly known as 950 W El Camino, represents a Palo Alto Housing development located in Mountain View. Endorsed in 2019, the project places an emphasis on affordability, with all 70 units designated as affordable housing, and one additional manager’s unit. Noteworthy is the inclusion of 15 units specifically allocated for individuals with developmental disabilities. Luna Vista has garnered support from fellow Santa Clara County housing advocates, including South Bay YIMBY and Cliff Chambers. Luna Vista is now in operation and continues to play a pivotal role in enhancing the affordable housing landscape in Mountain View.

The Kelsey Ayers Station, San Jose

The Kelsey Ayers Station, located at 447 N. First St in San Jose and developed by Sares Regis, earned endorsement in 2020. This development comprises 115 units, with 25% of the units being tailored for individuals with Intellectual and Developmental Disabilities. Additionally, 89 units are designated as affordable housing, serving low- and very low-income families within a range of 20% to 80% of the area median income. Its strategic proximity to Downtown San José ensures easy access to local and express VTA bus lines, while the light rail connectivity offers convenient transit options, alleviating traffic congestion in the area. Notably, the project benefits from Measure A funding. The Kelsey Ayers Station is now in operation, enhancing affordable housing options in San Jose.

Sango Court, Milpitas

Sango Court, located at 355 Santo Ct in Milpitas and developed by RCD, was endorsed by SV@Home in 2021. This 100% affordable mixed-income development totals 102 units, including 22 units for Extremely Low-Income (ELI) households. The project received funding from the county Measure A program, and integrates 40 supportive housing units for individuals and families that were formerly unhoused. Now open, Sango Court represents a step forward in addressing homelessness and supporting affordability initiatives in Milpitas.

Blossom Valley Senior Apartments, San Jose

Blossom Valley, situated at 397 Blossom Hill Road in San Jose and developed by Charities Housing, was endorsed by SV@Home in 2019. This project is exclusively dedicated to providing housing for seniors, offering 147 units, all of which are 100% affordable, including 1 staff unit. The unit distribution includes 49 units each at 30%, 40%, and 50% of the Area Median Income levels, catering to a diverse range of senior residents. Blossom valley has garnered support from various organizations, including Destination Home, Working Partnerships, San Jose Residents for Housing Solutions, and a number of faith based groups. As of 2024, the project is now in operation.

Solaire Apartments, San Jose

Located at 425 Auzerais in San Jose, the Solaire Apartments, developed by Eden Housing, was endorsed in 2020. This development offers 130 units, all of which are designated as affordable housing. Notably, the project includes an even mix, with 50% of the units dedicated to Permanent Supportive Housing and the remaining 50% allocated for households at the 50-60% Area Median Income range. With 64 units in each category, the project addresses diverse housing needs within the community. Now open, The Solaire Apartments represents a step forward in addressing homelessness and supporting affordability initiatives in San Jose.

Vitalia, San Jose

Vitalia, situated at 3090 S Bascom in San Jose and developed by Affirmed, received endorsement in 2020. This 100% affordable rental development encompasses a total of 79 units, featuring a mix of affordability levels. The breakdown includes 57 units at 30% Area Median Income (AMI), 20 units at 80% AMI, and 2 manager units. Construction has commenced, and the project was completed in 2024, and now contributes to affordable housing solutions in San Jose’s District 9.

Meridian, Sunnyvale

Located on a 1.44-acre, city-owned site at the northwest corner of W. Iowa and S. Mathilda Avenues in downtown Sunnyvale, Meridian is a 90-unit, affordable family development for low-income households with an income range from 30 percent to 80 percent Area Median Income (AMI), addressing the pressing need for affordable housing within the City of Sunnyvale. Developed by Related California, the projects also hosts twenty-three units, targeting 30% AMI, which have been prioritized for households with intellectual and developmental disabilities. The site consists of seven townhomes facing Charles Street and one 4-story apartment building facing Mathilda Avenue. The amenities include a community room with kitchen, computer lab, outdoor courtyard, and an underground parking with 90 parking spaces. The project finalized construction in early 2024.
