The Success Story of 2016’s Measure A

In 2016, Santa Clara County voters put their trust, and their dollars, into a bold solution to tackle the housing crisis: the Measure A Affordable Housing Bond. This $950 million investment was more than a funding commitment; it was a promise to deliver real, lasting affordable homes for those who need them most.

Nearly a decade later, that promise has been kept. The 2016 Measure A is now nearly fully allocated, and its impact is visible across communities across Santa Clara County. Measure A was designed to be strategic, accountable, and catalytic, and it has delivered on all three.

From the beginning, Measure A was never intended to act alone. Instead, it was structured as a force multiplier, providing the local backbone needed to unlock significantly more state, federal, and philanthropic investment. And that approach has paid off. Today, Measure A investments are leveraging an average of $6 in outside funding for every $1 of County bond dollars, dramatically expanding the scale and reach of affordable housing production across the region.

So what has Measure A accomplished? Quite a lot.

Homes Completed

  • 3,514 affordable homes have been completed and are now providing stable housing for residents across Santa Clara County. These homes are already making a meaningful difference for families, seniors, and individuals who might otherwise be priced out of their communities.

Homes Under Construction

  • Another 1,028 affordable homes are currently under construction across the county, representing the next wave of Measure A–supported developments.

Homes in the Pipeline

  • An additional 2,204 future units have Measure A funding committed and are moving through predevelopment. These projects are well-positioned to secure remaining financing and break ground, ensuring continued momentum.

Measure A’s success is not only measured in units delivered, but in the strength of the systems it put in place. Through careful planning, strong partnerships, and disciplined investment, the County has built a model that delivers affordable housing efficiently and at scale.

We know the current housing landscape remains uncertain. Construction costs are high, resources are tight, and financing gaps persist. But Measure A demonstrates what’s possible when a region commits to long-term solutions and follows through. Santa Clara County has the infrastructure, experience, and track record to deliver affordable housing—even in challenging conditions.
