Grand Nexus Study Advances to Local Policy Action

The multi-jurisdiction Grand Nexus Study, led by Santa Clara County cities in partnership with Community Planning Collaborative, has been completed and delivered to participating jurisdictions. The study provides the legal and economic foundation to strengthen affordable housing policies, and cities are now beginning the process of translating these findings into local policy decisions.

The Santa Clara County “Grand Nexus” Study has reached a major milestone, with final reports now in the hands of participating cities. This multi-jurisdiction effort was designed to answer a fundamental question facing communities across the region: as new development occurs, how can cities ensure that growth contributes to addressing affordable housing needs in a way that is both effective and financially realistic?

The study provides the legal and economic analysis needed to support that balance, helping cities strengthen key tools like Inclusionary Housing Ordinances, Residential Impact Fees, and Commercial Linkage Fees. By grounding these policies in data and feasibility, the goal is to ensure they can deliver meaningful affordable housing outcomes while still allowing projects to move forward.

With the analysis complete, cities are now entering the next phase, bringing these findings into local conversations and decision-making processes. Each jurisdiction, including Sunnyvale, Mountain View, Santa Clara, and others, will move through its own review and adoption timeline, where policies will be refined, calibrated, and shaped through public input.
