The Valley Transportation Authority (VTA) board of directors voted on March 1 to issue competitive developer Requests for Proposals (RFPs) for two of its joint development (JD) sites in San Jose—Blossom Hill Station and Curtner Station, which are currently underutilized park and ride lots.

The board also considered releasing an RFP for its site at Ohlone/Chynoweth Station but voted to hold off on doing so until a later date. Concerns have been raised about replacement parking at this site, which will be addressed as part of a JD replacement parking policy that is in the works. The policy would include a framework for how to best manage the dual objectives of creating JD projects including affordable housing, while supporting future ridership growth and addressing riders’ parking needs.

The Blossom Hill and Curtner RFPs—as well as a previously-approved RFP for the Milpitas JD site—will be released in the near future. Issuance of these RFPs is the first step in the process of creating new housing—of which at least 20 percent must be affordable to low-income households—on these sites.
