The City of San José is conducting a study of a potential Commercial Linkage Fee—a fee on new commercial development that would be used to pay for affordable housing. The study will include a nexus analysis, which will establish the basis for the fee, and a feasibility analysis, which will analyze the effect the fee could have on the economics of new commercial development.
