California’s state legislature has made major strides in reducing the barriers to building housing statewide. However, many local governments have failed to comply with state housing laws, with some making explicit efforts to sidestep these laws by extorting loopholes and carveouts.
In response, the Department of Housing and Community Develop and the Attorney General’s Office have each created units to provide technical assistance, oversight, and enforcement of the implementation of laws like SB 330, SB 35, and ADU streamlining law.
