Fair Rents, Fair Bills: Understanding Rent & Utility Regulations

Join us for a learning session about San José’s Rent Stabilization Program and possible updates to the city’s rules on how utilities are billed in rental housing (known as Ratio Utility Billing Services, or RUBS).

We’ll break down:

  • How RUBS works
  • And what these proposed changes could mean for renters and housing providers

Gilroy has not been accepting residential development applications outside of the downtown or for projects of four units or less for almost two years. Council will discuss establishing an Residential Development Ordinance (RDO)  interim exemption, which would allow for residential applications to receive residential allocations through their growth ordinance. Essentially allowing residential applications to be accepted in a greater capacity than recently seen. In addition, Council will discuss whether to allow for GP Amendment applications to be submitted while the General Plan update process continues.
