The California Department of Housing and Community Development (HCD) is pleased to offer a Homekey+ Notice of Funding Availability (NOFA) webinar on January 22, 2025, from 10:00 a.m. to 12:00 p.m. Pacific Standard Time.

Homekey+ makes available approximately $2.145 billion in funding, which is derived from Proposition 1 bond funds established by the Behavioral Health Infrastructure Bond Act (BHIBA), and the Homeless Housing Assistance and Prevention (HHAP) program Homekey Supplemental funding. An estimated $1.033 billion in Proposition 1 bond funds are available for Projects for Veterans with a Behavioral Health Challenge. Additionally, an estimated $1.11 billion is available for Projects serving all eligible populations.

Webinar Details The webinar will outline the Homekey+ program requirements for communities that wish to pursue Homekey+ grant funding for the development of Permanent Supportive Housing for Veterans and individuals with mental health or substance use disorder challenges who are at-risk of or experiencing homelessness.

Due to the level of interest, we ask no more than two people per organization/locality. The recorded webinar will be available on the Department’s Homekey+ website shortly after the webinar’s completion. 

Application Timeline

The Department will be accepting applications on a continuous, over the counter (OTC) basis from the release of the Homekey+ application, on or about January 27, 2025.

Due to the historic wildfires in Southern California, HCD is extending the due date for when Applicants must submit applications for Gap Financing Projects to April 3, 2025 at 4:00 p.m. Pacific Standard Time. All other applications must be submitted by May 30, 2025, at 5:00 p.m. Pacific Daylight Time, or until the available funds are exhausted, whichever occurs first.

Required Pre-Application Consultations

All applicants are required to engage in a pre-application consultation with the Department prior to submitting an application. Consultations are currently available to be scheduled. Local public entities must request the pre-application consultation by emailing Homekey@hcd.ca.gov.

Required Application Portal Registration

Homekey+ will utilize a new user application portal, HCD Connect, to accept grant application submissions.

In order to gain access to submit an application, eligible applicants must complete the new user sign up process. Please see our How to Register for HCD Connect guide or visit our HCD Connect Help Page for other HCD Connect guides.

Only eligible applicants as defined by the Homekey+ and Tribal Homekey+ NOFAs should create an account. Homekey+ Eligible Applicants are defined in Section 200 of the Homekey+ NOFA. Tribal Homekey+ Eligible Applicants are defined in Section 200 of the Tribal Homekey+ NOFA.

We highly encourage potential applicants to sign up as new users through the HCD Connect Portal as soon as possible, preferably prior to the application release scheduled for the week of January 27.
