Article 34 is a segregationist-era article in the CA constitution that has stayed in the books and
blocked affordable housing construction statewide for over 70 years. Nearby, cities invoke Article 34 to block county-led affordable housing in San Mateo County. But the tides are turning. In 2020, South San Francisco placed an A34 authorization measure on the ballot, and it passed by 20 points. Now in 2024, BAHFA’s housing megaband will include an A34 authorization and SCA2 will be on the ballot once again for a possible statewide repeal.
