Join us for a learning session about San José’s Rent Stabilization Program and possible updates to the city’s rules on how utilities are billed in rental housing (known as Ratio Utility Billing Services, or RUBS).

The Mountain View City Council will hold a public hearing to consider amendments to the City’s Below-Market-Rate (BMR) Housing Program Ordinance (Mountain View City Code Sections 36.40 through 36.40.70) and the associated Administrative Guidelines.

On May 30, 2019, the Environmental Planning Commission recommended that the City Council amend the Affordable Housing Program Ordinance (Mountain View City Code Sections 36.40 through 36.40.70), amend the associated BMR Housing Program Administrative Guidelines, and provided additional input to Council regarding: the 20 percent BMR requirement for rowhouse/townhouse projects, alternative mitigation standards, and ongoing tenant eligibility.
