Please join Holland & Knight’s West Coast Land Use and Environment Group for the first installment in a two-part webinar series examining Assembly Bill (AB) 130 and Senate Bill (SB) 131, which went into effect on June 30, 2025. These new laws include sweeping measures aimed at streamlining the development of much-needed housing and infrastructure across the state, among other provisions.

In this installment, our land use attorneys will cover important housing reforms, including to the California Environmental Quality Act (CEQA), enacted by AB 130 and SB 131.

Notable elements of AB 130 and SB 131 that will be addressed in this webinar will include, but will not be limited to, the following:

  • how AB 130 exempts qualifying “infill” housing-rich projects from CEQA and how such projects must now be approved or denied within 30 day of submitting a complete application
  • how SB 131 limits CEQA review for housing projects that narrowly fail to qualify for a CEQA exemption
  • streamlining provisions that include a freeze on state and local building code updates for nearly six years, with certain exceptions
  • requirements for agencies to process ministerial projects pursuant to the Permit Streamlining Act and approve or disapprove ministerial projects within 60-days
  • other less-reported changes to SB 330, AB 2011, SB 4 and other housing laws
