Fair Rents, Fair Bills: Understanding Rent & Utility Regulations

Join us for a learning session about San José’s Rent Stabilization Program and possible updates to the city’s rules on how utilities are billed in rental housing (known as Ratio Utility Billing Services, or RUBS).

We’ll break down:

  • What rent stabilization means
  • How RUBS works
  • And what these proposed changes could mean for renters and housing providers

You’ll also learn how to share your feedback and get involved as the city considers these updates and how it can impact you.

On Tuesday September 11th, the County Board of Supervisors will consider what to do with the old San Jose City Hall annex, which has been abandoned for the last 12 years. The County plans to demolish the building and replace it with a parking lot, which would also be used as a staging area for construction of the surrounding new Civic Center. However, many homeless advocates think the building is well suited for temporary housing for the county’s homeless population, and are rallying around a proposal submitted by Garden City Construction’s James Salata and supported by John Sobrato of The Sobrato Organization to house 120-140 homeless people there.
