In recent years, California’s housing crisis has been the primary focus of land use legislation, with over 100 substantial housing-related land use bills enacted since 2016. The 2023 legislative session in October continued this trend, with Governor Gavin Newsom signing a package of 56 housing-related bills, most of which address land use issues.
