The American Rescue Plan Act (ARPA) was signed into law in 2021, with the goal of speeding up the country’s economic recovery from the COVID-19 pandemic. ARPA put billions toward small business support and recovery, and it gave states billions more to help with economic shocks from the pandemic. This funding provides a unique opportunity to support business owners of color, who historically have been excluded from large government funding efforts.
