On October 13, 2020, Council approved the final 2020 Housing Strategy. The Housing Strategy resulted in thirteen new policy recommendations. Mobile home park policy was one of the main features throughout the Housing Strategy and resulted in the most outreach events and most feedback from the community. The Housing Strategy considered two options for rent stabilization: a formal Rent Stabilization Ordinance or a Memorandum of Understanding (MOU); the City Council ranked the MOU as highest priority. Due to the Council and community interest, work began immediately on next steps.

Now, after a total of thirteen private meetings have taken place since the kick-off meeting on January 14, 2021 (seven MOU Working Group meetings and three meetings each with the Resident Stakeholders and Owner Stakeholders individually), a draft MOU is coming to Council.
