In recent years, California has become fertile ground for land-use innovation at the state level. From Accessory Dwelling Unit (ADU) reform to density bonus law, to upzoning commercial corridors and strengthening housing element law, California has been pursuing an “all of the above” approach. What can other states learn from this experimentation? What is working on the ground and what isn’t? What are the remaining barriers to increasing zoned capacity that can be addressed at the state level?
