Four New Housing Projects Delivering Affordable Homes

Despite rising construction costs and financing hurdles, affordable housing development is still pushing forward in Santa Clara County. We are spotlighting four promising projects—two of which SV@Home formally endorsed—that are creating hundreds of much-needed homes across the region.

In today’s challenging development landscape, breaking ground on new affordable housing is not easy. Developers are contending with high costs for land, labor, materials, and financing, and yet progress continues. Across Santa Clara County, we are seeing new projects break ground, secure key funding, and even open their doors—bringing hope and housing to communities that need it most.

In Entitlement: 7 Topgolf Drive, San Jose
Developer: Cloud Apartments
Status: Pending Planning Department approval under Builder’s Remedy
Units: 780 affordable homes
Endorsement: SV@Home formally endorsed this 100% affordable development.

This innovative 100% affordable development in North San Jose proposes 780 homes for households earning up to 80% of AMI, including essential workers like teachers and nurses. The project uses private financing and modular construction to move forward without public subsidy and is leveraging multiple streamlining policies to fast-track approval. Currently under review through the Builder’s Remedy, the project is awaiting Planning Department sign-off before moving into permitting and site preparation.

The Arcade at 1371 Kooser Road, San Jose

Starting Construction: The Arcade at 1371 Kooser Road, San Jose
Developer: Affirmed Housing
Status: Construction to begin next month
Units: 191 affordable homes
Endorsement: We did not formally endorse this project, but we are excited for its progress.

The Arcade is a fully affordable, 191-unit development serving households between 40% and 70% of AMI, with 50 homes reserved for unhoused residents. Backed by tax-exempt bonds, tax credits, and Measure A funds, the project recently closed its financing after delays and is now scheduled to break ground next month with homes ready for move-ins by late 2027.

525 N. Capitol Avenue, San Jose

Starting Construction: 525 N. Capitol Avenue, San Jose
Developer: Community Development Partners
Status: Construction starting next month
Units: 160 affordable homes
Endorsement: Another project we did not formally endorse, but are excited for its progress.

This 160-unit affordable project will serve deeply low-income residents, including veterans and those earning as low as 30% of AMI. The City of San Jose recently approved a $72.5 million loan package to close the financing gap, ensuring the project stays on track. Construction is slated to begin in the coming weeks, with completion anticipated in 2027.

777 W. Middlefield Road, Mountain View

Now Leasing: 777 W. Middlefield Road, Mountain View
Developer: Miramar Capital
Status: Completed
Units: 144 affordable units (of 716 total)
Endorsement: SV@Home formally endorsed this mixed-income community.

This completed mixed-income development brings 144 affordable homes to Mountain View, alongside 572 market-rate units, with units set aside for local educators. After years of planning and construction, the project has now opened its doors to residents. It stands as a successful model for inclusive housing supported by city leadership and private development.
