Getting Inclusionary Housing Right

JOIN US VIRTUALLY ON FRIDAY, OCTOBER 24TH 12PM

Cities across Santa Clara County are considering this powerful tool to build more new affordable homes without subsidy.

But done wrong it can fall short, or even stop the development of new homes in its tracks. Learn how it works, and how to get it right!

Many of our local cities are joining forces right now in a shared nexus study, the wonky and in-depth analysis that assesses the feasibility of local residential development and the potential for developers of market-rate housing to add a share of affordable homes to their buildings.

If cities require too few affordable homes or affordability that’s too shallow, they leave public benefits on the table. Too much, and developers can’t build any housing at all.

Come hear about local cities that are getting it right: successfully using inclusionary housing policies to achieve mixed-income communities, generate funding to subsidize deeper levels of affordability, and gain valuable land for affordable homes!

Grand Opening: La Avenida Apartments Brings 100 Affordable Homes to Mountain View

Share:

La Avenida Apartments has officially opened in Mountain View, delivering 100 new affordable homes for low-income households and individuals exiting homelessness.

Last week, SV@Home was proud to join Eden Housing, the City of Mountain View, and a wide network of local and regional partners to celebrate the grand opening of La Avenida Apartments. Located at the corner of La Avenida Avenue and Armand Drive, this new community marks a major step forward in addressing the city’s housing needs—bringing much-needed affordable homes to the heart of North Bayshore. Among those in attendance were representatives from the County of Santa Clara, the Santa Clara County Housing Authority, the California Tax Credit Allocation Committee, and many more key partners who helped make this project feasible.

La Avenida Apartments offers 100 rental homes affordable to households earning between 30% and 60% of the area median income (AMI), including permanent supportive housing (PSH) for individuals who have experienced homelessness. The unit mix—63 studios, 18 one-bedrooms, 17 two-bedrooms, and 2 manager’s units—was designed with flexibility and inclusivity in mind. Residents will benefit from a range of on-site amenities, including a community room, landscaped open space, secure bike parking, and laundry facilities. The building also incorporates sustainable design features such as solar panels, high-efficiency appliances, drought-tolerant landscaping, and is on track for LEED Gold certification.

We congratulate Eden Housing on this incredible achievement and thank the City of Mountain View for its strong, ongoing commitment to affordable housing. La Avenida Apartments is more than a building—it’s a vibrant new community where residents can build stable lives close to jobs, services, and opportunity. SV@Home is proud to celebrate this milestone and excited to see the positive impact it will bring to Mountain View for years to come.
