Many of our local cities are joining forces right now in a shared nexus study, the wonky and in-depth analysis that assesses the feasibility of local residential development and the potential for developers of market-rate housing to add a share of affordable homes to their buildings.

If cities require too few affordable homes or affordability that’s too shallow, they leave public benefits on the table. Too much, and developers can’t build any housing at all.

RM 4 and Prop 5: What’s in a name?

We have some big updates about our goal of raising $20 billion for affordable housing in the Bay Area, including $4.5 billion for San Jose and Santa Clara County. The regional measure and statewide constitutional amendment have their official ballot designations: RM 4 and Prop 5.

First, the Bay Area regional affordable housing bond, which will appear on the November 5th ballot, has been designated Regional Measure 4 (RM 4). We love how this echoes our 2024 Affordable Housing Month theme: #4Us4You4All. Now, we can all vote for RM 4 for more affordable housing, for us, for you, and for all!

Also, the California Legislature has put a statewide constitutional amendment on the ballot to set the voter threshold for housing and infrastructure bonds at 55%, allowing for a more democratic path of success for RM 4. That constitutional amendment has been formally designated Proposition 5 (Prop. 5). Unless we pass Prop. 5, housing and infrastructure funding like RM 4 will remain locked behind an undemocratic 2/3rds vote requirement.
