Pilar oversees the design and implementation of Silicon Valley Community Foundation’s (SVCF) community grantmaking, strategic initiatives in housing, early learning, financial security, and community partnerships. She leads SVCF’s policy agenda on housing, early learning, and financial security to fulfill SVCF’s strategic goal of reducing systemic disparities.

Prior to joining SVCF, Pilar worked in Google’s Global Real Estate team to create healthier, more sustainable, more equitable communities. In that role, she focused on developing land use policies, strategies, and an affordable housing implementation program. Before that, she served as the Assistant Director of Housing and Local Planning for the Metropolitan Transportation Commission, serving the nine-county San Francisco Bay Area. Pilar also served as Deputy Director of SV@Home, where she oversaw the organization’s external portfolio of work, from public policy, partnerships, and outreach to education and capacity-building across cities in Santa Clara County.
