Two San Jose City Council seats will be decided in the November election to determine who will represent Districts 7 and 9. Incumbent Councilman Tam Nguyen faces Maya Esparza in a repeat District 7 runoff. In District 9, where Councilman Don Rocha is termed out, Pam Foley and Kalen Gallagher face off.
