Fair Rents, Fair Bills: Understanding Rent & Utility Regulations

Join us for a learning session about San José’s Rent Stabilization Program and possible updates to the city’s rules on how utilities are billed in rental housing (known as Ratio Utility Billing Services, or RUBS).

We’ll break down:

  • How RUBS works
  • And what these proposed changes could mean for renters and housing providers

Historically, zoning laws have restricted affordable housing and perpetuated the racial wealth gap. This event, hosted by The Rappaport Center at Boston College Law School, will explore innovative approaches by state and local governments to achieve greater housing equity across communities, with Sara Bronin (Cornell University), Boston City Councilor Lydia Edwards, and Harley Etienne (University of Michigan), moderated by Amy Dain.
