SV@Home envisions a future Santa Clara County where everybody has a home in an equitable and thriving community. Our 2026 Work Plan maps how we move that vision from aspiration to action — across four interconnected areas of work.

Everything we do in 2026 falls under four pillars that represent a complete strategy No pillar works in isolation; they reinforce one another.
Advocacy
In 2026, SV@Home will actively push for greater public and private resources dedicated to building and preserving affordable homes across Santa Clara County. We will champion new and improved land-use policies that make it easier to create housing — and fight against policies that strip away protections for residents at risk of displacement.
WHY THIS MATTERS DAY-TO-DAY
The policy decisions made in city halls and county offices directly shape whether our neighbors can afford to stay in the community. Every bill, budget item, and zoning decision we engage with is an opportunity to move the needle on housing justice at scale.
Narrative Power
Public opinion shapes what politicians do and what people vote for. In 2026, SV@Home will deploy strategic communications, expand our network of messengers, and deepen public education efforts to shift how people understand affordable housing — moving more residents and decision-makers to actively support housing.
WHY THIS MATTERS DAY-TO-DAY
The stories people tell about housing determine the political will to act on it. Our communications work is as much a part of our advocacy strategy as any bill — it creates the environment in which bold policy can succeed.
Leadership Development
We believe lasting change is built by people, not just organizations. In 2026, we will invest in programming that grows individual leaders — especially community members directly impacted by the housing crisis — and strengthen the capacity of the organizations working alongside us.
WHY THIS MATTERS DAY-TO-DAY
Our programs and support structures are the pipeline for the next generation of housing advocates. When participants develop their voice and skills, the movement gains power that outlasts any single campaign or funding cycle.
Organizational Development
None of our external work is possible without a strong internal foundation. In 2026, we will sharpen our administrative systems, build out our fund development capacity, and invest in our staff — ensuring SV@Home has the infrastructure, accountability structures, and people it needs to sustain and grow its mission.

Read Our 2025-2029 Strategic Plan
Our strategic plan was shaped by listening to our members and partners, whose insights and experiences guided us every step of the way. Together, we’re created a roadmap for our work at SV@Home that truly reflects the voices and needs of those we support. Starting in late 2023, we engaged over 60 stakeholders through dozens of individual interviews, four focus group meetings, and an online survey.
