The City of San José has released the Draft Five Wounds Urban Village Plan Update for public review, giving residents and community members an opportunity to have a say in the future of the neighborhoods surrounding the planned 28th Street/Little Portugal BART station. The plan will help shape future housing, jobs, transportation, and development in the area, and the City is accepting public comments through Friday, October 2.
The update brings together the existing Five Wounds, Little Portugal, Roosevelt Park, and 24th and William Urban Village Plans into one plan for the area surrounding the future BART station. As the area grows, the plan anticipates thousands of new homes and jobs while focusing on priorities like building more affordable housing, preserving existing homes and small businesses, preventing displacement, maintaining neighborhood identity, and creating better walking, biking, and transit connections.
Now is an important opportunity to help shape how these neighborhoods grow in the years ahead. Review the Draft Five Wounds Urban Village Plan Update and share your feedback with the City at 5W@sanjoseca.gov by Friday, October 2, 2026. You can also provide feedback on the plan’s environmental review as the update moves toward Planning Commission and City Council hearings later this year.
