Land and Funding Opportunities 

Explore these new funding sources for affordable housing development:

  • Homekey+ and Tribal Homekey+
    • The State of California has launched two parallel funding programs to expand Permanent Supportive Housing for individuals experiencing or at risk of homelessness with behavioral health challenges. The Homekey+ NOFA provides $2.145 billion for projects serving veterans and other individuals with behavioral health needs, and the Tribal Homekey+ NOFA allocates $121 million specifically for Tribes and Tribal Entities.
  • NEW:Prop 1: $11.25 Billion Veterans & Affordable Housing Bond
    • This November, California voters will consider Proposition 1, an $11.25 billion housing bond that would provide $10 billion for affordable housing construction, acquisition, rehabilitation, and preservation, including new investments in programs like the Multifamily Housing Program. With the potential to provide a major new source of funding for California’s affordable housing pipeline, developers are encouraged to learn more about the measure and stay engaged as November approaches.

  • ICE Response Resources
    • At SV@Home, we are committed to providing developers with the resources necessary to effectively train staff on how to respond to potential ICE raids. Here we have compiled a list of available resources to help navigate these challenges.
  • NEW: HCD Qualified Entity Program for Affordable Housing Preservation
    • Developers and organizations interested in acquiring and preserving existing affordable housing can apply to become a Qualified Entity (QE) through HCD. Certified QEs receive notices of eligible affordable properties and have a right of first refusal on certain assisted housing developments, creating an important tool for identifying and pursuing preservation opportunities.
  • NEW: HCD 2025–2026 CAPER Public Comment Period
    • HCD is accepting public comments on its 2025–2026 Consolidated Annual Performance and Evaluation Report (CAPER), which reports how California used federal housing and community development resources, including HOME, HOME-ARP, CDBG, and the National Housing Trust Fund. Developers and housing partners can review the state’s progress and provide feedback through September 9 at 5:00 PM, with a public hearing scheduled for September 8 at 2:00 PM.
