Sunnyvale Advances Inclusionary Housing Updates

Share:

Sunnyvale’s Planning Commission unanimously recommended changes that could generate more funding for affordable housing while keeping new development financially feasible. The proposal heads to City Council in November.

Sunnyvale is taking another step toward updating how it supports affordable housing across the city. On October 12, the Planning Commission unanimously recommended changes to the City’s Inclusionary Housing Ordinance (IHO), which requires qualifying residential developments to include affordable homes or contribute funding toward their construction. The proposed updates would increase the fees developers can pay instead of providing affordable units directly, potentially generating more resources for affordable housing while encouraging developers to include those homes within their projects.

The recommendations follow a City-commissioned feasibility study examining how current housing market conditions affect residential development. With rising construction costs and other financial challenges making many projects difficult to build, the proposal maintains Sunnyvale’s existing 15% inclusionary housing requirement rather than increasing it to 20%. It also establishes a review every four years, giving the City an opportunity to revisit its policies as conditions change. SV@Home spoke in support of staff’s recommendations, recognizing the importance of balancing affordable housing goals with policies that allow new development to move forward.

The proposal is expected to reach the City Council on November 10th for consideration. If adopted, the changes could help Sunnyvale strengthen its affordable housing funding while maintaining a more predictable approach to new development. We appreciate the work of City staff and the Planning Commission and look forward to continuing our engagement as the City considers these updates.
