We are excited that the statewide housing bond has landed in the first position on your November ballot! The Veterans and Affordable Housing Bond Act of 2026 will help build and preserve affordable housing, support homeownership programs, and provide funding for state housing initiatives.
The bond includes a hard-won $200 million for the Community Anti-Displacement and Preservation Program (CAPP), which will provide funding for the acquisition and rehabilitation of affordable housing, preventing the displacement of current residents.
SV@Home remains committed to helping bring multiple sources of revenue to fruition to support local and regional needs for affordable housing production, preservation, and tenant protections, including homelessness prevention. We are excited to roll up our sleeves and work on passing this measure, through our SV@Home Action Fund, as it provides a very important source of funding to support affordable housing development in California.
NO on Prop 43: A Disaster for Local Funding Efforts
Makes it harder for voters to fund local services.
- Raises the number of votes a special tax created by voter petition needs to pass
- Instead of a simple majority, a 2/3 supermajority would be needed

The November, democracy is also on the ballot. Proposition 43, a version of the Howard Jarvis Taxpayer Association’s ballot measure, represents an enormous threat to raising money to fund local priorities, including affordable housing, tenant protections, local services, and infrastructure. It would require local special taxes put on the ballot through signature gathering (known as a citizens’ initiative), to pass with a 2/3 super-majority of voters, instead of the 50%+1 that currently exists. Prop 43 would allow a small minority of voters to block spending- even for the highest community priorities, which is anti-democratic.
If this measure passes in November, it would be much harder for voters to pass future measures to fund local priorities, including local and regional funding to increase housing affordability and stability. We will share updates on the campaign that is forming to oppose this measure as efforts unfold.
SV@Home is Proud to be Part of Advancing the Next Bay Area Housing Revenue Measure!
Addressing all of our housing needs requires a comprehensive housing affordability strategy, which means generating funding from multiple sources to provide solutions at the scale of the challenge. Looking to the future, SV@Home is part of a renewed effort to explore a Bay Area regional housing funding measure as early as 2028. This potential source of resources would provide an important new source of funding to help address our housing affordability and homelessness challenges across the Bay Area and here in Santa Clara County. We know that every investment in housing affordability strategies at the local, regional, state, and federal levels are essential to making meaningful progress at the scale our communities need.
SV@Home is serving on the Regional Housing Stakeholder Committee (RHSC), collaborating with partners on necessary changes to the Bay Area Housing Finance Authority’s statute and laying the groundwork for the measure. The RHSC is currently discussing possible revenue mechanisms and eligible uses of the funds that might require modifications to the state statute for the Bay Area Housing Finance Authority (BAHFA).
The 30+ organizations on the RHSC represent different sectors across the region, including affordable and market-rate production, tenant protection, community ownership and preservation, business, and labor. RHSC members are responsible for actively engaging their networks and constituencies, bringing their input into the process, and helping build alignment. SV@Home is also part of the Equity Caucus, a coalition of tenant organizers, community land trusts, and other community groups, to ensure that the policy framework that is developed benefits the communities most in need.
