Updates from HCD: ADUs and Accountability

Each year, the California Department of Housing and Community Development (HCD) issues helpful guidance and tools that clarify recent legislation and requirements. Check out the latest guides and tools for property owners, developers, and advocates!

  • 2026 HCD ADU Handbook- The California Department of Housing and Community Development (HCD) is excited to release the 2026 Accessory Dwelling Unit (ADU) Handbook — an update to the 2025 Handbook that includes the most current updates to California’s ADU laws. Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs) are innovative and effective options for adding much needed housing in California. Since 2016, State ADU Laws have continued to evolve to further lower barriers to the development of more affordable housing as the Legislature works to address the housing crisis across the state. The 2026 ADU Handbook serves as a critical resource for local agencies, homeowners, builders, advocates, and other stakeholders. 
  • Housing Accountability Unit Letters Dashboard– HCD’s Housing Accountability Unit issues technical assistance and enforcement letters to local jurisdictions to help ensure compliance with state housing laws. Since Governor Newsom announced its formation in 2021, the Housing Accountability Unit has issued almost 1,200 letters, which are now searchable (by jurisdiction, date, subject matter, and statutory reference) via the Housing Accountability Unit Letters Dashboard.
